No, there doesn't need to be an alt mode. Just two robot modes.

I still think they should just turn Megatron into a weaponizer. They can't make him turn into a gun for people, but they can make him turn into a arsenal for his troops.

Yep, seen that art before. But the crucial part of my sentence was whether it could be done well. Beauty is in the eye of the beholder, of course. And while that art is certainly Megatron and Galvatron in one, I would not want a toy that looked like that.
Cool. But I'm not talking about a cheap, flimsy mess of a figure. I'm suggesting throwing the weight, budget, and engineering of the SS86 line behind a Leader (or Commander) quality figure.

True enough but nobody said that there wasn't room for a alt mode, espeically when going under cover, animated Shockwave has two alt modes on top of two robot modes, plus the figure is actually awesome, one of the best from animated
